Under California law, a landlord must return the renter's security deposit, with an itemized statement of deductions, within 21 days after the renter has surrendered the rental property to the landlord.

The Penalties could include
· The amount of the deposit, plus
· Twice the amount of the security deposit in damages. The judge may give the tenant these additional damages if the landlord retained the deposit in bad faith.
The Service-members Civil Relief Act allows service-members to terminate a lease without penalty under certain circumstances and conditions. These include if the service-member receives a PCS (permanent change of station) or if the service-member receives orders for a deployment of at least 90 days.

As of January 1, 2020, a landlord must give the tenant at least 30 days' advance notice if the rent increase is 5% + CPI (or less) of the rent charged at any time during the 12 months before the rent increase takes effect.
